The Client is part of the European Consulting alliance, partners including SGC, Prospectus, Context, Intera, Eurogroup.They are now looking for two Consultants with proven Project Management and / or Consulting experience in the PublicSector, to be based at their Head Office in South West London.Their activity with government agencies and departments shows consistent double digit growth in each quarter and placesthem at the heart of the public sector reform program at board level, currently Programme Managing and Operation Modelingseveral of the OGC programs. In Defence & Intelligence projects include MOD (Defence, Information & Infrastructure DII),GCHQ, GCB, and Cabinet Office. In Central Civil Government projects include DfT, DFES, ODPM, DWP, DTi, Defra, HMRO. InPolice & Criminal Justice projects include the Home Office, CPS, and Police Service (C3I). Other projects include HMTreasury, National Audit Office, Transport for London, Civil Aviation Authority, Carbon Trust, DoH, NHS. In this contextsecurity clearance (DV, SC) is always very helpful, though this of course can be applied for.Characteristics of this role will be experience of working collaboratively with clients and colleagues, who are creativeproblem solvers, equally comfortable with concepts and empirical analysis, and who can deliver valued outputs andenhanced client capability at pace, frequently to tight timescales. You will join a team of high calibre businessdevelopers and consultants from the major firms, niche consultancies and from government itself, personnel confident atthis level to ensure clients benefit from their experience. You will have a dynamic and innovative approach tochallenging the status quo.The role involves assignment management, meeting client requirements and performance metrics, and leading teams;assignment delivery, working with clients to develop creative solutions to a quality management framework; buildingcapability and reputation, capturing the methods and tools used to deliver the assignment, and the quantified benefitsdelivered to each client; business development, working with Directors and Account Managers to identify new businessopportunities.We are looking for at least three years relevant experience as a Project Manager or workstream leader in largeorganisational or technology programmes, typically reporting to the Programme Manager or Sponsor / SRO, or three yearsConsultancy experience in one or more of the following areas: process change, operational strategy, Efficiency Reviews,change management, information management (inc. EDRM and FOI), business requirements and business case definition, andvendor selection. On top of this a strong track record of delivering success either directly within Central Government orin consultancy or internal consultancy roles, with PRINCE 2 or equivalent certification. Plus current or recent securityclearance to at least SC level (this will be waived only in cases where candidates demonstrate exceptional track recordin Civil Government). And an excellent understanding of the machinery of government, first hand experience of a number ofdepartments and agencies, and of the Public Sector reform programme. Qualifications will be an excellent academicbackground (2:1 degree minimum or relevant post-graduate qualification) and first class interpersonal and leadershipskills.Rather than deliver technology themselves they concentrate on advice, and will call on the software and hardware teams ofSoftware Houses or Systems Integrators such as Accenture, IBM, CGE&Y, Xansa, EDS, rather than try to deliver thisthemselves, keeping themselves completely independent.
