Key ObjectivesThe project manager role within IT Development holds responsibility for monitoring and controlling on a day-today basisall aspects of the project lifecycle from project conception to acceptance.The position will require the candidate to manage multiple projects supporting a variety of business and functionalrequirements for either single or cross-functional user communities.The project manager should have a broad understanding of applications and technologies within a Telco environment.Including practical experience of back office and/or content based applications.The project manager must have experience of managing full life cycle application implementations within a Web baseddevelopment environment for more than 4 years. Preferably working with content providers in such areas as Games, Music,m-Commerce.Responsibilities:Must have more than 4 years' of experience in the development of content based web applications.Should have experience of fixed price contract.Should have experience of Outsourced development in both on-sore and off-shore models.Responsibility for the definition, documentation and safe execution of complex projects, directing and counsellingproject team members, and advising clients/users as necessary on all phases.Prepares and maintains realistic project, quality, and risk plans, including plans incorporating sub-projects, andmonitors and controls team performance against each plan, providing reports to client/user management and seniormanagement as required.Monitors and controls allocated human and material resources, associated revenue costs and all capital costs against theproject budget.Ensures that a change control procedure is in place, and actively used to assess the effect of changes to the projects oncosts, timescale and/or resource needs and reports these to project sponsors.Leads the project team; allocating and monitoring tasks, motivating staff and appraising individual performance.Liaises with other managers within the IS and ICT functions and within the business; manages client/user and linemanagement expectations for projects.Ensures that own projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned arecaptured and actioned.Produces appropriate documentation to support these processes.Evaluates and makes recommendations/decisions on technical options as appropriate.Advises resource managers (project staff line managers) on the development, training and appraisal issues for projectstaff.Operational Experience:Has achieved proficiency in the role of Project Management - has a minimum of 4 - 6 years of project managementexperience which involves substantial project work and team leadership.Autonomy, Responsibility and Authority - Has full responsibility for defined areas of activity, either as a manager,technical specialist or consultant.Influence - Has a significant medium to long term effect on an area of the work of the organisation.Influences policy formation relevant to own area(s) of expertise.Complexity of work - Performs a broad and challenging variety of work, some unpredictable and non-routine, which requiresthe creative application of a wide range of technical and/or management principles.Essential Skills - Provides leadership in a wide variety of technical areas and situations.Demonstrates effective communication, both orally and in writing, with subordinates, colleagues, clients and customersincluding producing major reports, preparing, organising and delivering presentations using appropriate tools andtechniques, and taking a leading role in meetings and discussions.Context - Shows a mature understanding of the relationship of own specialisation and/or project responsibilities to theemploying organisation as a whole.Is able to propose technical solutions within the scope of own expertise which fully take into account the needs of allthose who will come into contact with the operational products.Learning and Development - Shows initiative and makes time available to ensure general technical competencies andspecialisations are kept up-to-date in line with industry developments.Broadly skilled in information and communications technology and has a comprehensive knowledge of relevant developmentlife-cycles.Expert in progress reporting - Methods and techniques for reporting progress and financial compliance against an agreedplan.Proficient in Project Management - Principles, methods, techniques and tools for the effective management of projectsfrom initiation through to implementation.Proficient in Contract Negotiation - Methods and techniques for negotiating contracts for the supply of ICT products andservices.Proficient in Contract Management - Methods and techniques for managing contracts to ensure that contractors adhere toagreed contract requirements.Proficient in Project Management Tools - Automated tools to assist in the project management process, by automatingmechanical tasks such as scheduling, resource balancing, and time recording.Proficient in Project Planning and Control Techniques - Methods and techniques associated with planning and monitoringprogress of projects.
