GovernmentTo oversee and mange all aspects of financial management and control and business performance managementEnsure compliance with statutory and group reporting requirementsThe Head of Finance provides the board with an integrated finance view that is fluent in all aspects of Financial Accounting, Management Accounting and Business Performance and Financial PlanningSupport and deputise for the Finance DirectorDrive the development and agreement of financial accounting policies in conjunction with Group FinanceManaging compliance with statutory duties and Group reporting requirementsDrive the provision of efficient and effective accounting services under the guidance of the Finance DirectorManage the budget process. Ensuring overall validity of financial business plans, budgets, forecasts (including cash effects) and financial business casesManaging effective business performance to ensure the development of Business Cases, and the Business Plan, and active monitoring of KPIs and provide management with insight into Business performanceFinancial accounting policies and control: Operate the appropriate controls to support the delivery of robust financial, in particular, management accounting reportsManage the delivery of Financial Accounting services from the corporate service centreFinancial and statutory dutiesBusiness planning and budgeting: direct the preparation of financial input to business plan and development of budgetFunding and capital allocation: Support the Finance Director in the negotiation with Corporate to secure appropriate level of fundingPerformance monitoring: Ensure that Business performance is effectively monitored and challengedAdvice on financial performance data and strategic management informationForecastingFinancial support: Manage the direct and indirect provision of full range of financial services and direct the development and maintenance of necessary financial processesPeople management and developmentDimensions: GBP 2.5 billion budget 2005 / 2006: 60 employees (plus around 50 indirect)Knowledge, Skills, Experience: Recognised accounting qualificationFluent in working at a strategic level in a large multi service organisationProject based organisational experienceAdvising senior management teams on strategic and financial issuesPerson Specification: Solid qualitative, quantitative and analytical skills; critical business senseSuperior communication and negotiation skills, whilst being fully appreciative of the breadth of skills and experience that non finance professionals will bring to an overall decision making process
