Description:

This is working for a major rail company. In this key role, youll take responsibility for setting technical standardsfor the Signal and Control assets and through risk management ensure that improvements in safety and performance areprioritised. You will assess that maintenance and works by the Operations and Projects Teams meet the specifiedrequirements in your standards and assure the Board and stakeholders of safety and compliance. Develop and manage thedelivery of independent assurance of Operations and Projects ensuring that clear and unambiguous requirements are set forProject Portfolio, Line Infrastructure and other delivery managers. Develop the assurance processes for the Assetscovered. Accredit the licensing schemes of others and suppliers to deliver specific engineering activities and/or selfassured products and services. Promote and facilitate the delivery of the benefits of assurance across the business,through identification and prioritisation of specific changes to standards and related assurance processes. Set therequirements for, monitor and evaluate data on asset performance, condition and safety performance and as necessaryregulate asset use and the acts of delivery managers across the business. Set the requirements for Cases for Safety (&/orconcessions/TANCs) for the continued operation of degraded or non compliant assets. Required skills & experience:Chartered Engineer in an appropriate discipline and substantial relevant Railway Engineering experience (6-8years plus).At least 4 years middle/senior management experience of either direct management of a significant engineering function orof working in a team environment where a lead role has been taken without necessarily directly managing all the staff,but substantially responsible for outputs. At least 3-4 years developing and delivering professional engineering basedtechnical capability, preferably across several engineering disciplines. Experience of setting technical standards,managing and delivering assurance processes and of regulating activities in a high safety risk industry is essential.Evidence of innovative problem solving and potential energetic delivery of safety and bottom line business improvementactivity in a highly regulated industry is desirable.
